There is no policy impacts without evidence of these impacts. In the stakeholder survey done in 2023 for ENSMOV Plus, the topic of evaluating actual impacts of energy efficiency policies was ranked with the highest interest level. This confirms the importance of policy evaluation to know the impacts achieved, what worked, what did not work, what could be improved, etc.
When targets become more ambitious, assessing policy impacts becomes even more essential. This workshop will share experience from three national bodies in charge of such evaluations.
The objectives of the workshop are to discuss the following topics:
- Rationale / objectives / organization of policy evaluation in energy ministries and agencies
- Major topics / issues in the focus of recent evaluations
- Examples of recent evaluation results / findings
- How are evaluation results used?
Targeted audience includes primarily policy officers of energy ministries and agencies, evaluators and researchers. The presentations and discussions will also be relevant to energy companies and ESCOs, and other stakeholders involved in the implementation of energy efficiency policies.
This workshop is organized in cooperation with the Energy Evaluation Europe 2025 conference that will be on 25-26 September in Berlin.
