This report that can be used as a catalogue of 27 examples, sharing experience and lessons learnt about the design & implementation, monitoring & verification, and evaluation of energy efficiency policies, in the context of the Energy Efficiency Directive (EU)2023/1791, and more specifically its energy savings obligation (now Article 8, previously Article 7).
Six key topics were selected following a stakeholder survey and a review of existing resources and remaining gaps.
The last chapter provides summaries of complementary resources developed in ENSMOV Plus, about:

- Assessing Multiple Impacts of energy efficiency policies
- Sustainable Cost-Effectiveness Assessment: Methodology for Energy Transformation Support Programs in Poland
The ENSMOV Plus’ resources also include country factsheets, as well as a Zotero library of references.

Moreover, this platform includes the proceedings of the online EU workshops where each of the key topics were further discussed, including complementary presentations by stakeholders.
The ENSMOV Plus’ experience is that every country and stakeholder can learn from the experience of other countries and stakeholders. This report contributes to the ENSMOV Plus’ objectives of making state-of-the-art knowledge easy to find and acquire, and providing a forum for public bodies and private stakeholders from all EU27 countries to exchange.
