- Enabling factors
- Success factors
The initial ranking has been established by national experts, ensuring a robust and reliable selection of the top 50 measures per sector from across the EU.

You can adjust the weighting of each category to reflect your priorities. This flexibility allows you to focus on the criteria most relevant to your context, though only measures with values for the selected category will be affected.

Context Matters
While the tool highlights best-rated measures, success depends on your national context, such as policy mix, governance, and local customs. We recommend to use the rankings as a starting point, while still considering the specific national circumstances.
