ARPEE (Romanian Association for the Promotion of Energy Efficiency) and Romania’s Ministry of Energy jointly organised on Wednesday 25 June 2025 a workshop of Romania’s Energy Efficiency Council.
This workshop included a special session to discuss the experience and lessons learnt from Energy Efficiency Obligation Schemes (EEOS) implemented in Europe.
This was illustrated through various presentations, first with an EEOS overview and then the Italian, French, Austrian and Hungarian schemes.
This session provided inputs to the current discussions between Romania’s ministry and stakeholders about launching an EEOS in Romania.
Key points raised in the presentations and discussions:
- While EEOS have common points (e.g. setting energy savings targets), their design varies according to the national objectives and context.
- EEOS can be a strong driver for the development of energy efficiency markets, increasing visibility and reliability of energy saving actions.
- EEOS can provide new market opportunities to energy companies and ESCos (Energy Services Companies)
- The Monitoring & Verification system is an essential piece to make an EEOS effective and successful
- There is usually a learning phase on both sides (public authorities and market players)
- As the markets and energy savings opportunities evolve over time, fine-tuning or revisions of the EEOS are regularly needed to ensure additionality or mitigate frauds
