This publication introduces a comprehensive methodology for evaluating the long-term cost-effectiveness of energy efficiency support programmes, developed by KAPE S.A. within the ENSMOV Plus project and applied to Poland’s public support instruments.
The approach goes beyond conventional annual indicators by accounting for the durability of technical effects, the increasing economic value of energy savings, and a structured assessment of non-energy benefits.
By applying a multiple perspective framework — distinguishing between economy-wide efficiency, public spending efficiency, and investor incentives — the methodology provides a transparent basis for comparing diverse policy instruments.
Its practical relevance has been verified through case studies covering major Polish schemes, including the White Certificates scheme, the Thermo-modernisation programme for buildings, and the Ecological Credit for companies.
Importantly, the adoption of this methodology could significantly reshape the distribution of public funds for energy efficiency in Poland, supporting more effective, transparent and socially justified policy choices.
Beyond the national context, the framework also offers a valuable contribution to European-level discussions on harmonising evaluation approaches, comparing instruments across countries, and improving the reporting of energy efficiency outcomes to the European Commission.
